Can anyone tell me if iLance has the ability to enable "bidding only" to register users and only allow "selling/posting" by an individual or administrator?

Good question .. Yes ILance provides "bidding only" to registered service providers that have paid to place bids on your marketplace. Although your marketplace publically lists open auctions posted by buyers to the entire marketplace, they can review detailed information about the project or task(s) and choose to participate in a bidding event with other bidders.
No matter what, ILance was created to allow buyers to easily list their auctions on your marketplace, however all users looking to post service auctions will be required to signup for a buying account to purchase the services they require. Your marketplace wouldn't charge any member to post an auction, how it works is when the invoice is generated from the service provider (awarded auction winner) to the buyer, the admin can set "commission" fee based on the total value of invoice(s) generated.
For example, if an invoice was generated in the amount of $500, and your commission fee is set at 5%, the buyer would pay $500 to the provider, and the site would auto-foward the remaining to the provider's account -- $475.

Here is what I'm trying to do.............I want to have an auction where buyers register to bid, but don't have rights to post on my auction site. Make sense?

Service Buyers - those who register to post a project on your marketplace
Service Providers - those who register to bid on projects on your marketplace
In the world of e-procure, those are mainly the standard names used. You can use whatever you want to call them i.e:
Webmasters - those who to bid on projects on your marketplace
Employers - those who register to post a project on your marketplace

It makes perfect sense. Yes, if you are looking to only allow administration to post new auctions only to your marketplace, this can be done via custom modification.
Please contact a support agent to learn more about modification of the open source edition of ILance.

Is there a way that the Adminstration can add a Buy Now section so that Providers can list their completed work for sale at a set price and the Administration can make the percentage still?

Review your "Buy Now" settings area / management section from the administration area. Admin can setup new categories for vendors to add buy now services to their profiles for buyers to purchase via escrow management.
Escrow management allows the buyer to pay, seller to complete the delivery, and the buyer releases funds to the seller after confirmation and satisifaction.
There is also a buy now % setting that provides the marketplace a 'percentage' of the value of what the buyer pays via escrow. If the buyer paid $500, and admin % was at 5%, the provider would receive $475 and the admin the rest ($25).
