Why not have an html porfolio editor so that users can create a nice html portfolio by uploading picture and or html files. Of course the html source code would be scanned for external links etc. This porfolio would be popup, so that when a user click on the link the potfolio page popup. The provider/buyer can create multiple pages. Therefore, they have more control over their portfolio. Portfolio must be approved by Admin, but a provider can still bid on projects before the approval process is completed.

Excellent idea. It will be a WYSIWYG editor to view both source code and HTML view on the fly in the one online editor. This will at least give the end-user the ability to create full web page (or cut and paste his original source codes) into the the editor.
You bring up some very good points, and yes, all html code will be scanned for external urls and links, including contact information and domain names (in clear text).
And yes, like v3.0.0 attachment system, ALL uploaded content will be firstly verified by the administrator, or the moderator that the administrator has given access to verify these attachments and portfolios.
